The CACI Grievance Hearing Officers do their best to remain neutral and look at the evidence as objectively as they can.  They really do want to follow the law.  Presenting the law to the Grievance Hearing Officer in an easy-to-understand way and showing how it applies to the facts of your case are absolutely essential to win the hearing and get your name off the CACI.
